Introduction

The federal search for Roswell records in the 1990s was notable not because it uncovered a hidden archive, but because of how broadly it reached across the US government. Prompted by Congressman Steven H. Schiff of New Mexico, the General Accounting Office (now the Government Accountability Office, or GAO) investigated whether official records relating to the July 1947 Roswell incident still existed and whether they had been managed according to federal record-keeping rules. How Wide Was the Federal Roswell Records Search?

The investigation deliberately avoided treating Roswell as simply a UFO case. Instead, the GAO approached it as a records-management question: if an unusual recovery operation had occurred in 1947, what agencies would have created records, where should those records have been preserved, and did they still exist?

This led investigators to search far beyond the collections most commonly associated with UFO research. The inquiry examined records from:

The FBI was included because Bureau agents routinely exchanged information with military authorities on matters affecting national security. The Bureau reported that all Roswell-related material in its possession had already been processed through Freedom of Information Act requests. The CIA was searched despite not existing at the time of the incident—it formally began operations in September 1947—because later intelligence files could conceivably have incorporated retrospective analyses or transferred records concerning Roswell. Why Previously Classified Files Were Included

One distinctive feature of the inquiry was its willingness to examine both classified and unclassified records.

By the early 1990s, researchers had argued that if Roswell involved a secret military project—or an alleged recovery concealed for national security reasons—the most relevant documentation might never have appeared in ordinary administrative files. This approach also reflected another possibility: records might not mention “Roswell” at all. Documents concerning radar experiments, balloon programmes, intelligence reporting or command communications could potentially illuminate the event without using later terminology associated with UFO investigations.

The Air Force’s own research similarly incorporated previously classified information about Project Mogul, whose mission to detect Soviet nuclear tests had remained secret for decades. Despite the unusually broad search, investigators encountered significant archival limitations.

The most important finding was not the discovery of hidden Roswell files but the absence of many records that would normally have documented routine activities at Roswell Army Air Field. The GAO determined that some administrative records covering base operations had been destroyed. The significance of the 1990s investigation lies less in what it found than in the scope of the search itself. Rather than accepting or rejecting Roswell claims on the basis of one military archive, investigators traced potential records across defence organisations, intelligence agencies, executive offices and archival repositories.

The inquiry demonstrated that the federal government did not rely exclusively on Project Blue Book or later UFO collections when examining Roswell. Instead, it attempted to reconstruct the documentary trail wherever surviving records might reasonably have been expected.
