Government UFO Records
Government UFO archives do contain substantial material on sightings, investigations and official policy, but the surviving Roswell record is surprisingly small. The strongest contemporaneous federal evidence consists chiefly of a July 1947 military history entry and an FBI teletype describing an object resembling a balloon with a radar reflector.

What survives from July 1947?
The most important surviving records are valuable because they were created at the time, rather than reconstructed from memories decades later. The first was the July 1947 historical report of the combined 509th Bomb Group and Roswell Army Air Field. It recorded that the base had become involved in recovering a “flying disc”, adding that military authorities subsequently determined the object to be a radar-tracking balloon. The second was an FBI teletype sent from the Bureau’s Dallas office on 8 July 1947. According to the message, an Eighth Air Force official told the FBI that the recovered object was hexagonal in appearance, suspended from a large balloon by cable and comparable to a high-altitude weather balloon with a radar reflector. These records establish that military personnel recovered debris and that the incident briefly attracted attention beyond Roswell. They do not document a spacecraft, bodies, a biological examination, a transfer to a secret laboratory or a presidentially controlled recovery programme. Why Project Blue Book does not contain a Roswell case file
Project Blue Book is the best-known government archive of UFO investigations, but it is often misunderstood as a complete master file covering every American UFO claim from 1947 onwards. The National Archives holds Blue Book’s declassified administrative records and case files, including reports, photographs, films and supporting material. Roswell, however, does not appear as an investigated case in the Blue Book holdings. The National Archives states that it has been unable to locate documentation concerning the July 1947 Roswell incident among those records. Blue Book’s files are therefore useful for understanding the wider military response to UFO reports, the reporting culture of the early Cold War and the kinds of evidence investigators collected. They are not a hidden Roswell dossier. This distinction is essential when using government archives. An archive is organised according to the functions and filing practices of the agency that created it. A missing item can reflect classification, destruction, transfer, inconsistent indexing or simply the fact that the event was never entered into that records system.
The congressional search of the 1990s
The most systematic official search for Roswell records began after New Mexico congressman Steven Schiff sought information from the Department of Defense. The inquiry went beyond a search of the Air Force’s public UFO files. GAO contacted or reviewed records associated with the Department of Defense, the Air Force, the Army, the FBI, the Central Intelligence Agency, the National Security Council and other executive bodies. GAO’s central conclusion was that the federal search produced no records documenting the recovery of an extraterrestrial vehicle or its occupants. Apart from the two contemporaneous Roswell references, the agencies surveyed supplied no additional 1947 crash documentation. In parallel, the Air Force carried out its own historical investigation. Its 1994 report concluded that the recovered debris was most likely associated with Project Mogul, a classified balloon-based effort intended to detect evidence of Soviet nuclear testing. A second Air Force publication, The Roswell Report: Case Closed, addressed later stories about recovered bodies. It argued that witnesses had combined or misdated several later military events, including anthropomorphic dummy drops, a 1956 aircraft accident and a 1959 balloon mishap. The destroyed-records dispute
The most consequential gap identified by GAO concerned records from Roswell Army Air Field itself. The inquiry found that outgoing messages from the base covering October 1946 to December 1949 had been destroyed. The surviving disposition documentation did not state precisely who authorised the destruction, when it occurred or which records-management authority justified it. GAO noted that this was not unique to Roswell: an Air Force archivist explained that many organisational records from the period had been destroyed without the governing disposition authority being properly entered on the relevant forms. For Roswell researchers, this produces an important but limited uncertainty. The destroyed outgoing-message files might have contained routine communications about the recovery, public relations decisions or transport arrangements. They might also have contained nothing beyond administrative traffic. Because the records no longer exist, their contents cannot be reconstructed confidently.
The destruction is therefore evidence of an incomplete archive, not evidence of what the missing pages said. A records gap cannot by itself establish that officials removed proof of extraterrestrial recovery. Equally, it prevents claims that the surviving federal file is a complete minute-by-minute account. The FBI files and documents often mistaken for Roswell evidence
The FBI Vault contains 16 parts of UFO-related records documenting the Bureau’s limited involvement in reports from 1947 to 1954. The Air Force was the principal investigating service, while the FBI sometimes received information, checked witnesses or passed reports to military authorities. Not every New Mexico “flying saucer” document in the Vault concerns Roswell. The most notable example is the Guy Hottel memorandum of 22 March 1950, which relayed a third-hand story that three disc-shaped craft and small human-like bodies had been recovered in New Mexico. The FBI has explicitly stated that the Hottel memorandum dates from nearly three years after Roswell, that there is no reason to connect the two incidents and that the Bureau did not investigate the reported claim. The memo records what an informant said that another source had reported; it does not certify the story as factual. This illustrates a recurring problem in UFO archive research: the existence of an official document proves that an agency received or recorded a claim, not that the agency verified it. Intelligence files, FBI memoranda and military correspondence routinely preserve rumours, press reports, public enquiries and unconfirmed testimony alongside investigated material.
Why the Majestic 12 papers failed archival checks
The so-called Majestic 12 or MJ-12 documents purported to describe a secret group established by President Harry Truman to manage recovered extraterrestrial technology, including material from Roswell. Because they imitate classified government paperwork and name senior officials, they have played a major role in claims that the authentic Roswell archive exists outside ordinary record systems.
The National Archives searched Air Force, Joint Chiefs of Staff, National Security Council and presidential-library holdings for records supporting the documents. Archivists found no authentic file series, references or meeting records establishing the alleged organisation. GAO separately requested assessments from the Air Force, the Information Security Oversight Office, the National Archives and the Truman and Eisenhower presidential libraries. It reported that those bodies knew the MJ-12 material only because private individuals had submitted copies to them. Investigators also encountered a 1980 message containing the words “MJ Twelve”. The Air Force Office of Special Investigations searched for an official record copy and reported that an earlier examination had concluded the message was forged. The National Archives also cautions that certifying a copy simply confirms that it matches an item held in its custody; it does not authenticate the information within that item. Where Roswell material is actually held
Roswell-related government material is not contained in one complete “UFO archive”. It is distributed among record groups, agency reading rooms and later investigative collections. The National Archives’ current guide identifies several holdings of particular relevance:
- Record Group 341, containing records of Headquarters US Air Force, includes Project Blue Book administrative files, Air Force UFO investigations and the Roswell Report source files compiled between 1987 and 1996.
- Roswell audiovisual collections contain moving images and sound recordings assembled during research for the Air Force’s 1990s reports.
- FBI Vault records include the 8 July 1947 teletype and wider Bureau correspondence on UFO reports.
- GAO records preserve the 1995 congressional investigation, agency responses and findings about destroyed files.

The “Roswell Report Source Files” are especially easy to misinterpret. They were assembled during the Air Force’s investigation in the late twentieth century; they are not a secret 1947 operational file discovered intact. Likewise, an item appearing in a presidential library may be a citizen’s letter, a press enquiry or correspondence sent to a former president rather than evidence of presidential knowledge. Researchers must examine the creator, date, series description and chain of custody before treating any catalogue result as evidence about Roswell.
What the new UAP archive changes
The 2024 National Defense Authorization Act required the National Archives and Records Administration to establish a dedicated Unidentified Anomalous Phenomena Records Collection. The resulting Record Group 615 is designed to receive digital copies of federal records concerning UAP, technologies of unknown origin and non-human intelligence, subject to the disclosure and postponement rules set out in the law.[National Archives]archives.govOpen source on archives.gov.
Federal agencies were instructed to review and organise relevant records, prepare digital copies and transfer them to the National Archives. Records are being added on a rolling basis, while agencies continue to manage the original files under their existing retention schedules. This is a significant improvement in centralisation. Earlier UFO records were dispersed across military, intelligence, law-enforcement and presidential collections, often described according to the creating agency rather than under a shared UFO subject heading. Record Group 615 gives future researchers a dedicated finding structure and requires agencies to identify records across different formats.[National Archives]archives.govOpen source on archives.gov.
It does not, however, mean that a new Roswell disclosure has occurred. The collection is a continuing archival mechanism, not evidence that agencies have transferred records confirming the 1947 recovery of alien technology. Any future Roswell-related release would still need to be judged by its date, provenance, classification history, internal consistency and relationship to already known records.
How to read the archive without overstating it
Government records are strongest when their evidential role is defined precisely. A contemporaneous teletype can show what one official told another on a particular date. A later investigative report can show which repositories were searched and how an agency interpreted the material it found. Neither automatically supplies an infallible account of the underlying event.
For Roswell, five distinctions help prevent common errors:
- A recorded claim is not a verified finding. The Hottel memorandum proves that the FBI received a story, not that three recovered craft existed.
- An unidentified sighting is not necessarily connected to Roswell. Blue Book’s unresolved cases concern observations that investigators could not satisfactorily explain, not evidence of the Roswell crash.
- A missing file is not proof of deliberate concealment. Records may disappear through routine disposal, poor administration, loss or deliberate destruction; the reason must be established separately.
- Declassification does not guarantee completeness. It opens surviving records that have been reviewed for release, but cannot restore material never created, never filed or already destroyed.

Applied carefully, the archive supports a restrained assessment. The government record confirms a real debris-recovery episode, an ill-judged “flying disc” announcement and a rapid balloon explanation. It also documents later official searches, imperfect record preservation and continuing public suspicion. The enduring archival question
Roswell remains controversial partly because official documentation answers some questions while leaving others structurally open. The surviving 1947 records support a balloon-related account, and the later Air Force investigation links the debris to Project Mogul. At the same time, the lost Roswell communications files mean the administrative trail is incomplete, while the government’s confusing original public statement gave later suspicions a durable foundation. gao.gov
The most important lesson from the government archives is therefore not that every mystery has been solved or that every absence signals a conspiracy. It is that Roswell must be evaluated through records of unequal quality: a small contemporaneous core, incomplete local files, later official reconstructions, disputed witness testimony and documents whose provenance has failed formal scrutiny.
As Record Group 615 grows, the public may gain easier access to federal UFO and UAP material that was previously scattered across agencies. Unless a future release provides authenticated and independently corroborated Roswell evidence, however, the archival position remains unchanged: the available government record documents secrecy, confusion and imperfect preservation, but not the recovery of an extraterrestrial vehicle.
