The first reversal created a credibility gap

A correction is not necessarily evidence of a conspiracy. The initial statement may have resulted from haste, misidentification or poor communication between local and senior commands. Yet the reversal created a simple and memorable question: why should the public accept the second explanation when the same institution had just issued the first? The weakness of the weather-balloon account became clearer decades later. The distinction remains difficult to communicate because secrecy changes the burden of persuasion. People who distrust an institution do not necessarily regard an absence of documents as evidence that nothing occurred. Missing records deepened suspicion

That finding did not establish that the missing files concerned a crashed spacecraft. Government records are routinely destroyed under retention schedules, and the GAO did not conclude that the gaps proved a Roswell cover-up.
