Todd took a markedly different path. This represented an important methodological shift. Instead of asking whether witnesses sincerely believed they had seen extraordinary material, Todd asked whether surviving records documented an ordinary but secret activity capable of producing similar evidence.
Connecting Roswell debris with Mogul activity
Todd’s documentary research gradually pointed towards Project Mogul, a top-priority Cold War programme that launched long trains of balloons carrying microphones, radar reflectors and scientific equipment to detect distant Soviet nuclear explosions.
Several features of the programme appeared relevant to the Roswell debris reports:

Todd did not argue that every later Roswell claim was explained by Mogul. Instead, he demonstrated that an alternative grounded in documented military activity deserved serious consideration. That distinction mattered because it moved the debate from speculation about what might have crashed to evidence about what was actually flying over New Mexico in mid-1947.
How archival evidence reshaped the debate
Todd’s work influenced the Roswell discussion in several important ways.
First, it challenged the assumption that the only alternatives were an ordinary weather balloon or an extraterrestrial spacecraft. Project Mogul introduced a third possibility: a highly secret military project that could plausibly explain both the initial confusion and subsequent official reticence.
Second, Todd established that archival research could materially change the historical narrative.
