A report becomes a case of unidentified anomalous phenomena (UAP) when the available information is insufficient to confidently match an observation with a known aircraft, balloon, drone, astronomical object, atmospheric effect or sensor artefact. How the UAP category is defined
Modern use of the term UAP was intended to reduce the assumptions that had become attached to the older label UFO. Rather than implying a mysterious craft, UAP functions as an investigative category for observations that cannot yet be identified using the information initially available.
NASA defines UAP as observations that cannot presently be identified as aircraft or known natural phenomena using the available evidence. Why missing data keeps cases unresolved
An observation can remain unidentified for reasons that have little to do with the object itself. The limiting factor is often the quality of the evidence.
Common reasons include:
- Insufficient sensor information, such as missing radar tracks or incomplete infrared recordings.
- Lack of range data, making it impossible to determine an object’s true size or speed.
- Single-source observations, where only one camera or one witness recorded the event.
- Poor environmental information, including uncertain weather, lighting or atmospheric conditions.
- Brief encounters, leaving investigators with too little evidence to reconstruct what occurred.
These limitations matter because apparent extraordinary behaviour can disappear once missing context becomes available. For example, without knowing an object’s distance, its apparent rapid movement across a camera image may simply reflect camera motion, viewing angle or parallax rather than extreme velocity.

Why “unidentified” is not evidence of alien technology

Why some cases remain unresolved
Even after careful investigation, a minority of reports remain unidentified. This does not necessarily mean they represent exotic technology.
Some cases stay unresolved because:
- critical sensor data were never recorded;

- the event was too brief to reconstruct accurately;
- different sensors provide incomplete or conflicting measurements; or

What this means for the modern UAP debate
Understanding the meaning of “unidentified” changes how modern UAP reports should be interpreted. An unresolved case is not automatically evidence of alien spacecraft, advanced secret technology or unknown physical laws. Instead, it marks the point at which investigators have exhausted the available evidence without reaching a reliable identification.
This approach explains why both NASA and AARO place strong emphasis on better reporting systems, calibrated sensors, multiple independent observations and improved data quality. Their position is that stronger evidence—not a larger number of unidentified reports—is what would be required to demonstrate any genuinely novel phenomenon.
