Introduction
The identification of Project Mogul Flight 4 as the source of the Roswell debris is the central factual claim of the US Air Force’s 1994 Roswell Report. It is also one of the most debated parts of the official explanation. While Flight 4 is widely regarded as the best available candidate among known Mogul launches, the evidence is ultimately circumstantial rather than conclusive. No surviving label, serial number, recovery log or contemporary military report directly links Flight 4 to the Foster Ranch where W. W. “Mac” Brazel discovered the debris. Understanding the strength of the Flight 4 identification therefore requires separating two different questions: whether Project Mogul provides a plausible explanation for the Roswell debris, and whether the surviving historical record specifically proves that Flight 4 was the object recovered. The available evidence supports the first proposition more strongly than the second.
What surviving Mogul records say about the launch
The Air Force investigation reconstructed early June 1947 Mogul operations using surviving technical documents, launch records and the diary of project scientist Albert P. Crary. Investigators concluded that an unrecovered Mogul balloon train launched from Alamogordo in early June was the most likely source of the debris later found near Roswell. The case relied on several observations:
- Brazel stated that he found the debris during June, consistent with an early June balloon launch rather than one in July.

However, the documentary record is not as straightforward as the Air Force summary sometimes suggests. Crary’s diary entry for 4 June records poor weather and notes, “No balloon flights again on account of clouds,” before describing a smaller sonobuoy balloon test. As a result, the historical debate has shifted from whether a balloon operation occurred to what configuration actually flew, and whether it corresponded to what later became known as Flight 4.
Why the projected route points towards the ranch
The geographical argument is one of the stronger elements supporting the Flight 4 hypothesis.
Project Mogul balloons launched from Alamogordo were intended to drift with prevailing winds while carrying long trains of balloons, radar reflectors and experimental acoustic equipment. Importantly, this is a probabilistic rather than documentary connection.
No surviving tracking record follows a specific balloon continuously from launch to the Foster Ranch. Instead, investigators combined:
- recorded launch dates,
- prevailing wind information,
- expected balloon drift,
- the absence of recovery records, and
- the reported discovery date.
Taken together, these factors make Flight 4 geographically plausible. They do not establish a continuous chain of evidence linking one identifiable balloon train to one identifiable debris field.
This distinction matters because drift modelling can narrow candidates but cannot substitute for direct recovery documentation.
What evidence is missing from the identification
The Flight 4 explanation remains incomplete because several pieces of evidence that would make the identification definitive no longer exist or have never been found.
Most importantly, there is:
- no surviving military recovery report identifying the ranch debris as Flight 4;
- no recovered equipment bearing serial numbers that match Mogul inventory records;
- no contemporary document stating that Flight 4 landed on Brazel’s property;

The Government Accountability Office’s investigation also found that some Roswell Army Air Field administrative records had been destroyed, making it impossible to determine whether additional documentation once existed. Consequently, the historical record contains an unavoidable evidential gap between the balloon programme and the debris recovered from the ranch.
Why historians continue to disagree
The disagreement over Flight 4 is less about the existence of Project Mogul than about historical standards of proof.
Researchers who accept the Air Force conclusion generally argue that independent lines of evidence converge:
